Your firm is invited to submit an offer under seal to the Owner located at the above address for construction of a building located at the following address before 2:00 pm local standard time on the 7th day of January, 2025, in the Emergency Management Conference Room for:

Project Name: Harrison County Softball Concession Stand

Engineer/Architect's Project Number:  0047.24.001

Project Address: 20257 Daugherty Rd., Long Beach, Mississippi 39560

Project Description: Construction of a new two-story concession stand building to be located at the Long Beach Sports Complex. The contractor's scope should include the following:

Construction of the entire building shell that includes:
a. Building foundation
b. Exterior and interior walls
c. Installation of windows, EIFS system, and finish exterior paint
d. Entire roof system
e. Electrical rough-in (includes all pathways and conductor)
f. Plumbing rough-in (no fixtures)
g. Installation of all vent piping through the roof or building exterior
h. Installation of the fire alarm panel and CAT 6 cable from the fire alarm panel to the the communications rack.
i. Installation of all doors.

Owner's Scope:
The owner's scope will include the following:
a. Pulling of all CAT 6 cable for telecommunication, security cameras, and intercom.
b. Installation of HVAC system
c. Installation of hood vents, grills, and exhaust fans
d. Installation of gyp ceiling (float, finish, and paint)
e. Installation of all millwork shown in the plans.
f. Finish paint on all interior walls and ceiling.
g. Installation of floor finish and base trim
h. Installation of all plumbing fixtures.
i. Installation of all light fixtures, switches, fire alarm devices, receptacles, security system, and security cameras.

Bid Documents for a Stipulated Sum contract may be obtained from the plan room website of the Architect at www.mpdesigngroupplans.us upon receipt of a non-refundable deposit, by cash or check, in the amount indicated on the plan room site for one set delivered in electronic PDF format. Bid Specifications Packets can be viewed or dowloaded at www.harrisoncountybids.com . Bidders will be required to provide Bid security in the form of a bid bond or a certified check for a sum no less than 5 percent of the Bid Amount.

Submit your offer on the Bid Form provided. Bidders may supplement this form as appropriate.

If Bids are mailed or hand delivered, then they must be contained in a sealed envelope marked on the outside with the project name. They must be on file as received or delivered by the time stated above to the address of the Owner stated above. Do not deliver Bids to the project address or the Architect's address. The Owner is NOT responsible for bids which are mailed to the wrong address or which arrive in the mail after the designated bid opening time. Bids sent through the U.S. Mail are done so at the risk of the Prospective Vendor/Contractor and should be addressed to the Harrison County Board of Supervisors, in care of the Chancery Clerk’s Office, Post Office Drawer CC Gulfport, Mississippi 39502. The County is NOT responsible for bids that arrive in the mail after the designated opening time. Bids may be delivered in person to the Harrison County Chancery Clerk’s Office in the First Judicial District Courthouse located at 1801 23rd AVe, Gulfport, Mississippi until 5:00 p.m. on Monday, January 6, 2025, or the Board of Supervisor’s Conference room at the First Judicial District Courthouse in Gulfport, Mississippi, Tuesday, January 7, 2025.

All "Electronic Bids"must be submitted online at www.harrisoncountybids.com prior to the opening date and time stated above. For any questions relating to document downloads, and/or registration for electronic bidding process, please call Plan House at 228-248-0181. M. Bids in excess of $50,000.00 must be marked on the outside of the envelope with the contractor's Mississippi certificate of responsibility number as issued by the Mississippi Board of Contractors along with a copy of the General Contractor's proof of Mississippi license.

Per the Mississippi Law, MS Code 31-3-21(3); any bid submitted by a non-resident contractor which does not include the non-resident contractor's current state law pertaining to such state's treatment of non-resident contractors, shall be rejected and not considered for award. If no such law exists in the non-resident contractor's state, then the non-resident contractor may provide statement to that effect.

Your offer will be required to be submitted under a condition of irrevocability for a period of 60 days after submission.

The Owner reserves the right to accept or reject any or all offers.

After the opening of bids they may be held by the Owner for a period not to exceed sixty (60) days from the date of submittal for the purpose of reviewing the bids and investigating the qualifications of Vendor/Contractor equipment prior to awarding of the Purchase.
