Sealed, written formal bid proposals for the above bid will be received by the City of Rolling Fork, Mississippi,
in the Business Office, 120 Locust Street, Rolling Fork, Mississippi 39159 until 2:00 p.m. (Local Prevailing Time) APRIL 3rd , 2025, for City of Rolling Fork, Mississippi SHARKEY ISSAQUENA COUNTY LIBRARY, FEMA Project Number 722980 at which time and place they will be publicly opened and read aloud.

The City of Rolling Fork, Mississippi reserves the right to reject any and all bids and to waive informalities, also to withhold the acceptance of any bid if approved, for forty-five calendar days from the date bids are opened.

Printed copies are not available through the Architect. Plan holders will be responsible for their own reproduction costs. All Contractors who intend to submit “BIDS” are REQUIRED to attend the MANDATORY Pre-Bid Conference at the SHARKEY-ISSAQUENA COUNTY LIBRARY, 116 ROBERT MORGANFIELD WAY, ROLLING FORK, MS 39159, on March 20, 2025, at 2:00 P.M. local prevailing time.

The successful bidder will be allowed One Hundred and Eighty(180) calendar days from the date of issuance of Notice to Proceed to complete the project. Liquidated damages will be assessed at $1,000.00 per day for each calendar day the work is not substantially complete.

All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier’s check, or a Bid Bond written by a company licensed to do business in Mississippi.

The successful bidder will be required to furnish a Performance and Payment Bond written by a company licensed to do business in Mississippi.

Project is being funded via the Federal Emergency Management Agency (FEMA). Therefore, all Federally funded project requirements shall apply, to the contract.

Contract Provisions are based on guidance from federal funding guidelines. Certain provisions are not subject to waiver or modification by the Owner. 

Contracts will be subject to all requirements of 2CFR 200 AND 44 CFR 13.36, including but not limited to the following guidelines

Contracting with small and minority firms, women's business enterprises and labor surplus area firms. (1) The GRANTEE (STATE OF MISSISSIPPI) and SUB-GRANTEE (CITY OF ROLLING FORK) will take all necessary affirmative steps to assure that minority firms, women's business enterprises, and labor surplus area firms are used when possible.

Affirmative steps shall include:

(i) Placing qualified small and minority businesses and women's business enterprises on solicitation lists.
(ii) Assuring that small and minority businesses and women's business enterprises are solicited whenever they are potential sources.
(iii) Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses, and women's business enterprises.
(iv) Establishing delivery schedules, where the requirement permits, which encourage participation by small and minority business, and women's business enterprises.
(v) Using the services and assistance of the Small Business Administration and the Minority Business Development Agency of the Department of Commerce; and
(vi) Requiring the prime contractor, if subcontracts are to be let, to take the affirmative steps listed in paragraphs (e)(2) (i) through (v) of this section.

Compliance with the Copeland “Anti-Kickback” Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR Part 3). (All contracts and sub-grants for construction or repair)

Compliance with the Davis-Bacon Act (40 U.S.C. 276a to 276a–7) as supplemented by Department of Labor regulations (29 CFR part 5). (Construction contracts in excess of $2000 awarded by GRANTEE (STATE OF MISSISSIPPI) and SUB-GRANTEE (CITY OF ROLLING FORK) when required by Federal grant program legislation)

Compliance with Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327–330) as supplemented by Department of Labor regulations (29 CFR Part 5). (Construction contracts awarded by GRANTEE (STATE OF MISSISSIPPI) and SUB-GRANTEE (CITY OF ROLLING FORK) in excess of $2000, and in excess of $2500 for other contracts which involve the employment of mechanics or laborers)

All Contractors intending to submit “BIDS” on the project are encouraged to familiarize themselves with all federal requirements for contracting before submitting “BIDS”.
